All About Me

Mandy Flower, M.P.A., M.Ed.

Mandy Flower, M.P.A., M.Ed., is a nationally experienced executive leader with over 20 years of experience advancing Medicaid‑funded services and supports for individuals with intellectual and developmental disabilities across public, private, and nonprofit systems. Her career reflects rare, hands‑on experience working within Medicaid and Home and Community‑Based Services (HCBS) systems at every level—provider, county, regional, and state—across multiple states.

Mandy has held senior leadership roles overseeing HCBS waivers, provider networks, workforce initiatives, quality oversight systems, and large‑scale service reforms. She has managed multimillion‑dollar budgets, developed and implemented statewide initiatives, led RFP and contract processes, and worked directly with CMS, state Medicaid agencies, managed care organizations, and advocacy stakeholders. Her work has supported tens of thousands of individuals with disabilities and hundreds of service providers across diverse regulatory environments.

Widely recognized for her ability to align policy intent with operational reality, Mandy specializes in helping systems and providers translate complex federal and state regulations into practical, high‑quality services. She has successfully led organizations through periods of significant change—including rapid growth, regulatory transformation, and public health emergencies—while maintaining accountability, fiscal integrity, and service continuity.

Mandy is deeply committed to ethical leadership, person‑centered practice, and strengthening the disability services workforce. She is an active advocate and board member supporting self‑advocacy initiatives and is a recognized speaker and thought leader in the developmental disabilities field. Her work consistently prioritizes dignity, equity, and real‑world outcomes for the people and communities served.
